Lay the garment flat, measure the width and double to get the right circumference.
Bottom width

Back length
Measure from the bottom up to the collar / cuff
Shoulder to shoulder
Measure the width between the shoulders.
Sleeve length
Measure the distance from the shoulder seam to the end of the arm.
